RTI works for sure (or at least the only RTI I filed worked ). I had submitted an RTI for my dad's friend Mr B. Here's the gist. Mr B.'s nephew had passed away in an accident in Saudi Arabia and got a compensation of around 7 lakhs. The amount from transferred from Indian Embassy in Saudi to Chennai Collectorate. Since the person who passed away was a native of Vellore (small town near chennai), both the collector offices kept passing the issue. The RTI filed asked for the date of payment and where the money is lying and not to play politics in such cases (I also filed a complaint with Ministry of Overseas Indian Affairs on pgportal.gov.in/)Within 4 days there was a call to the concerned party that there were no funds available and they would pay it immediately, exactly after 6 days, the handed over the cheque at around 9PM. At this point, I have a 100% success rate with RTI . I totally agree that more citizens should use it. All it costs is a Rs. 10 Postal Order.

How does one file an RTI? Is it available online and what are its limitations? If it works well, why aren't people using it already?

Yes, it would be helpful to learn how to obtain this information. Do we have to go from desk to desk, even to apply for information? :-)

All you would need is to write a letter to the concerned person. Unfortunately, I don't think it's available online (or I am not aware of it). I don't see any drawbacks for genuine cases. People are not aware of RTI's. It needs to be publicized more.
Here's the gist of the RTI , I filed (with personal information / details removed).

Sub: Payment of Dues. Application under the RTI Act, 2005
Gist of the letter stating the details (like document reference number/cheque details etc.)
Make sure you add this paragraph in your RTI.
I am enclosing the application fee of Rs.10 by Pay Order. If you feel that above requested information does not pertain to your department then please follow the provisions of Section 6(3) of the RTI Act, 2005. Also as per the provisions of the RTI Act, 2005 please provide the details (Name, Designation and address) of the first appellate authority with reference to your department along with the reply to the above request, where I may if required file my first appeal.

Forgot to mention this earlier. Don't file an RTI asking for politicians assets . It's absolutely fine to do so but you are asking for trouble

I have read some horror stores where RTI activists are killed in day broad light. How feasible it is for a common man to file RIT in India?

It's easy enough, all you need is a letter/postal order (as explained in the previous posts) . Just know the strength of your opponent . Seriously, RTI has probably been one of the best achievements of UPA Govt. (this is coming from someone who's a vehement critic of UPA Govt.)

Agree, RTI is the best achievements of UPA Govt and indeed a great initiative. But what happens after one file? They just rust as some paper works. I would be happy when I actually be able to see the result of every case that is filed.

oh come on, two phirangis did an experiment and tell us that this will work.. Call me cynical, but let us approach this issue in a matter-of-factly manner: If I need to obtain a No encumbrance certificate for a property - I would need to visit the sub registrar's office 3-4 times and there will be long waits. In order to get this done, I need to take 3-4 days off with loss of pay. Do you think my manager would oblige to take leave as and when I want to accomodate the registrar's needs? How is RTI going to help any of this? If I pay some commission or bribe to the agent, the whole document will be delivered to my house. If one is really seeking for a solution, one should address the actual problem in the issue: When I submit an application, I should be given an appointment or a specific date after which I can come and collect the papers. And when I come on that date, I should be able to get that document. I should not be asked to "come back after 2 days". Such administrative policies should be enforced in Govt offices, instead of asking us to file some more papers (RTI, etc) in order to get work done by them.
