In SDLC it would be before UAT/Testing phase. You mean "Implementation" stage in SDLC.

What are the different Project estimation techniques? Note: Please be advised that this is not necessarily a PM role question instead can be asked for a tech lead/architect roles as well. In fact one interviewer said that as a lead/architect it's the responsibility of those to do estimation and it's nothing to do with PM:)

When the requirements are not clear (most of the time this is the case) the best way to estimate is to use a dart board

In fact one interviewer said that as a lead/architect it's the responsibility of those to do estimation and it's nothing to do with PM:) I usually break down the work into tasks and ask the developers to come up with their estimate which includes doing Design Document etc. We could use Story point based estimation if we are doing Agile / Scrum. Have used Function Points in one of my earlier project but that failed miserably. Both the estimate and the project . Another skillset one should be aware for Manager/PM/Architect position.
Business Intelligence or in short BI
IBM's cognos is one such BI tool. Get familiar with cognos as well.
